COMPETITION VENUE
The Swimming competitions will take place at NCPES (National College of Physical Education and Sports) aquatic center which is 40 minutes drive from the Taipei City. The aquatic center consists of a competition pool, a warm-up pool and a diving pool. The competition pool is a 50 meters long, outdoor standard pool, which has 8 lanes in total. |

TRAINING VENUE
The training venues will be an indoor warm-up pool which is next to the competition pool. |

EQUIPMENT
Rooms, showers, dry land training facilities, and first aid services will be available. Equipment and implements complying with the FINA Rules and Regulations will be used. |

EVENTS
The swimming competitions will consist of the following events for both men and women:
Individual events:
Freestyle - 50m, 100m, 200m, 400m, 800m (women only), & 1500m (men only)
Backstroke - 50m, 100m, 200m
Breaststroke - 50m, 100m, 200m
Butterfly - 50m, 100m, 200m
Individual Medley - 200m, 400m
Team relay events:
Freestyle - 4x100m, 4x200m
Medley - 4x100m |

REGULATIONS
8.1. Rules
The Swimming competitions of the 2nd World Deaf Swimming Championships will be conducted in accordance with the FINA Rules. In case of disagreement in the interpretation of the Rules, the English text shall prevail. Unforeseen incidents not covered by the Rules shall be dealt with as follows:

Cases of a general nature will be resolved in accordance with ICSD Statutes. |

Technical questions shall be resolved in accordance with the FINA Rules. |
| 8.1.3. |
Only swimmers who comply with the ICSD Statutes and Regulations are entitled to take part in the World Deaf Swimming Championships competitions. |
8.2. Participants
Each National Association may enter three (3) competitors in each individual event and one (1) team in each relay event. Each of the National Associations may enter a maximum of 26 men and 26 women swimmers.
Swimmers entered for individual events and for the relays may act as reserves for the relays. The composition of teams for the relay events must be announced at least one hour before the corresponding sessions begin. Team compositions may be changed between the heats and the final. When preliminaries are swum, medals shall be awarded to those swimmers who swam in the preliminaries and the final race.
8.3. Entries

Preliminary registrations with an indication of the probable number of swimmers in each event must be submitted to
the Chinese Taipei Sports Association of the Deaf (CTSAD) no later than November 30, 2006 by the following

Note: Registration which are submitted to CTSAD through internet shall be printed out and sent to CTSAD by mail.

The final registrations with the names of each swimmer indicating event and official time entered must be submitted to
the CTSAD no later than July 27, 2007. Such submissions may be made by fax if followed by the official registration form. |
8.3.3. No changes or additional entries will be accepted after this time.
8.3.4. A fine of US $20 is levied on each non-starting swimmer with the exception of those presenting a doctor's
declaration that he/she should not be allowed to start.

COMPETITION RULES AND REGULATIONS
9.1. Technical Organization
The ICSD is responsible for the technical organization of the Swimming competitions.。
9.2. Swimming Competition
There shall be heats and A and B finals in all events, with the exception of the 1,500 m freestyle, 800 m freestyle, relay events, and for those events with less than 24 swimmers entered, for which there will be only heats and A finals. All lanes will be allotted to swimmers according to FINA Rules. A swimmer or team not wishing to take part in final shall withdraw within 30 minutes following the heats of the event. The National Association of any swimmer who withdraws from the final more than 30 minutes after the heats shall pay to the ICSD the sum of USD $20, in case of a relay, the sum shall be USD $50.
9.3. Competition Organization
The ICSD Technical Director shall under the control of the Technical Committee head management of the competitions. Its function will be as follows:
a. to organize the heats
b. to manage the competition
c. to appoint the officials
d. to decide all protests or other matters, which may arise during the competitions.
9.4. Referees and Judges
The Organizing Committee will appoint the referee and all judges to officiate the competitions.
9.5. Protests

Procedure for lodging a protest
All sport related protests will be resolved in accordance to the FINA Regulations and will be managed by the Protest Committee. Any official protest must be submitted in writing on the Official ICSD Protest Form, and given to the ICSD Technical Director accompanied by $US50 within 30 minutes following the event.
The ICSD Technical Director will decide whether the protest is swimming related or eligibility related. The Protest Committee will review all swimming related protests, and the ICSD Executive Committee will review all eligibility protests. The deposit of $US50 will be returned to the appellant only if the protest is considered valid. |

The Protest Committee will review swimming protests. The place and the time will be decided upon by the chairperson of the committee.
- The ICSD Technical Director will be the chairperson of the committee.
- The Organizing Committee Representative will be responsible to book the meeting room and interpreters.
- The Organizing Committee Representative will contact all committee members to inform them of the meeting time and location.
The ICSD Technical Director will be responsible for liaising with the National Sports Association.
The Organizing Committee Representative will be responsible for informing Organizing Committee Headquarters and the ICSD Technical Director will be responsible for informing ICSD Executive Committee about the protest and also the outcome of the protest. |
9.6. Clothing
Competitors must wear swimming costumes complying with the requirements of FINA Rules. Participants must observe the regulations contained in the ICSD rules regarding advertisements on clothing, etc. in the pool areas.
9.7. Hearing Aids
The use of hearing aids is strictly forbidden during competition. |

TECHNICAL MEETING
A technical meeting will be held. The place and the time will be decided upon by the chairperson of the committee. Each participating National Association may be represented by two officials, of whom at least one must be deaf and, if necessary, an interpreter. |
