Founding Motive I
Chinese Taipei Sports Association of the Deaf was granted membership by the Comité International des Sports des Sourds (CISS) in 1991. CISS is the supreme governing body of the DEAFLYMPICS, and is recognized and supported by the International Olympic Committee (IOC).
In its article 1.5.5, the CISS Constitution clarifies that: a CISS member association shall have self-governing structure in its country with a majority of deaf members holding executive positions.This is highly acknowledged by worldwide Deaf people as the Deaf Autonomy Provision.
Founding Motive II
1983-1992 was a period of the United Nations Decade of Disabled Persons, the UN proclamation stated that: People with disabilities should participate in all aspects of decision-making that relate to their businesses in order to promote the idea of deaf autonomy, and to encourage them to actively involve in their own administrative affairs.With the same principle, the deaf people themselves shall participate in the business regarding physical education of their own.

In conformity with current international mode, there are 7 global organizations for people with disabilities listed as follows:

Founding Motive IV
Striving for its independence and autonomy to present the talent of the deaf.
There are various national associations formed for different types of physical impaired people in the US listed as follows:
- American Athletic Association of the Deaf (AAAD) 1945
- National Wheelchair Athletic Association (NWAA) 1956 *the name of the organization was changed in 1994 to Wheelchair Sports, USA
- NHS 1967
- Special Olympics Inc. (SOI) 1968
- United States Association of Blind Athletes (USABA) 1976
- United States Cerebral Palsy Athletic Association (USCPAA) 1978
- United States Les Autres Sports Association (USLASA) 1986
- Dwarf Athletic Association of America (DAAA) 1986
Founding Motive V
We always have a dream.
We expect to have a sport organization of our own, a home that is completely self-governed, and a stage where we can perform to the best of our ability.
GallaudetUniversity, the only one university for the deaf in the world, speaking out the following slogans at the event of “Subjection of the Deaf” in 1989:
- We can do every thing, except hearing.
- We are proud of being a deaf.
